Operability as the condition of lawful evolution.

P1-Cloud is the shared plane under every Principia application. It is not hosting as a commodity. It is Operability in the Intelligence OS definition: which structural changes are admissible, which identities may act, which relations may carry information. The result is infrastructure that keeps the stack operable after every change, or refuses the change.

The constructive rule.

A change to any Intelligence OS system is valid only if it satisfies three conditions simultaneously. It preserves Relations. It satisfies Governance. It maintains Operability. The system evolves lawfully, or it does not evolve.

Cloud is where those conditions are enforced. Identity, knowledge, and compute share a tenant boundary. A token that is not bound to a tenant cannot read or write across one. No modification may produce an inoperable state.

Declared contracts between reasoning components remain intact. Information flow is not disrupted when a service moves.

The change complies with the Governance layer. Identity is maintained. Correctness is not compromised.

The system remains operable after the change. No modification may produce an inoperable state.

Cloud is the operability layer of the Intelligence OS. Fields, Relations, Governance, and Identity only remain meaningful if the substrate they run on can refuse an unlawful change. Every Principia application — Maritimo, Terra, Via, Knowledge — is a governed field on this plane. Deployments are traceable to the identity, the tenant, and the constraint set that admitted them.
